  2. Indent Management: Facilitate online creation of the works and goods indents and estimates in standardized/ customized formats for approval.
  3. e-Tendering: Facilitates creation of online tender notification & document and its publishing, online bid submission, opening, evaluation & short listing.
  4. Contract Management: Facilitates issuance of electronic Work Orders/ Purchase orders, updation of Measurement Book and progress of work.
  5. Catalogue Management: Facilitates management of new and concluded Rate Contracts
  6. e-Payments: Facilitates and manages online payments of tender documents, bid submission fees, EMD and payments to contractors/ vendors.
  7. Management Information System: Facilitates integration with other modules in order to generate reports from all functional modules.

Immigration, Visa and Foreigner’s Registration & Tracking (IVFRT)
The IVFRT Mission Mode Project has 2 phases.
1. The Phase I implementation (April, 2010- June, 2011):
2 Missions:

  • Dhaka, Bangladesh (High application volumes / large number of overstay cases/ operational bottlenecks that need to be streamlined).
  • London, UK (High application volumes/ developed country infrastructure)

4 ICPs:

  • Delhi, Mumbai, Kolkata, Haridaspur. Traffic from the two selected Missions is mostly routed through these 4 ICPs.

3 FRROs:

  • New Delhi, Mumbai, and Kolkata. These FRROs should be able to track the travelers from the Missions and ICPs chosen for Phase I.

2. Phase II implementation (July 2011-September 2014)

  • Roll out across remaining 167 missions, 74 ICPs, 2 FRROs and FROs at state head quarters in a planned and phased manner (as per infrastructural/ connectivity readiness of locations) supported by effective communication, training, and capacity building.

School Education

The various implementation components factored for the project costing are listed below:

  1. For the successful implementation of the MMP, Policy and Process interventions are carried out. They include development of data standards, setting unique id for students as well as teachers (if required).
  2. Hosting services and infrastructure were carried out at Data Center and Disaster Recovery Center.
  3. Change Management, Capacity Building and Handholding support for the targeted stakeholders.
  4. Procurement and Implementation of ICT Solutions and Digital Learning Resources to realize the services identified for implementation under the MMP.
  5. Client End Infrastructure (including access devices and other peripherals) and Network Connectivity at the Schools, Training Institutes and School Education Administrative Offices.
  6. Institutional and Governance Mechanism for Project Implementation and Management.

National Mission Mode Project for e-Governance in Municipalities (NMMP), e-Municipalities

The components of CCTNS include-

  1. Number and details of locations to be covered under CCTNS.

  3. Infrastructure requirements at Data Centre including server sizing, preparation of disaster recovery centre also hardware and software required at the Data Centre to manage & monitor efficiently.
  4. Network (LAN/WAN) Connectivity including type of connectivity, architecture etc.
  5. Capacity Building and training requirements including strengthening of training infrastructure and training plan.
  6. Change Management Strategy.
  7. Digitization of Historical Records and Data Migration Strategy.
  8. Hand holding, Support and issue escalation process.
  9. Tools/ Solutions for Infrastructure Management like Network Management, Security, Asset Management, etc.
  10. Service-levels and measurable outcomes.

Public Distribution System (PDS) / Targeted Public Distribution System (PDS) Mission Mode Project

For achieving end-to-end Computerization of TPDS, the Department of Food & Public Distribution, Government of India has identified 4 key components which are required to be implemented in all the States/UTs as below:


  1. Creation & Management of digitized Beneficiary Database
  2. Supply-Chain Management of TPDS commodities from Food Corporation of India (FCI) till Fair Price Shops (FPS)
  3. Sale of TPDS commodities at Fair Price Shops including identification and authentication of beneficiaries and recording of transactions.
  4. Transparency portal and Grievance Redressal Mechanism.

National Land Records Modernization Programme (NLRMP)
The main components of the NLRMP are:

  1. Pure ground method using total station (TS) and differential
    global positioning system (DGPS)
  2. Hybrid methodology using aerial photography and ground
    truthing by TS and DGPS
  3. High Resolution Satellite Imagery (HRSI) and ground truthing
    by TS and DGPS.

II. Computerization of land records

  1. Data entry/re-entry/data conversion of all textual records
    including mutation records and other land attributes data
  2. Digitization of cadastral maps
